UTICA — A man walking in the area of Francis and Noyes streets Sunday was seen throwing a bag over a fence that contained a handgun, according to authorities.

Utica Police said Raheem Hightower, 26, of Utica, was walking on the sidewalk and appeared to tense up and remove a shoulder-type bag, dropping it over a fence when he noticed patrols in the area at around 11 a.m. The suspect then continued walking on Noyes Street.

Because of Hightower's suspicious behavior, police said they went to the fenced area, located the bag and could see the end of a handgun protruding from it. Police said they secured the weapon and radioed other patrol vehicles their findings and Hightower's description.

A short time later, Hightower was located on Francis Street, near Tracy Street, where he was taken into custody. Once he was identified as the man who dropped the bag over the fence, Hightower was transported to Utica Police Department.

Also once the serial number on the gun was checked, police said it was learned that it was reported stolen with Ilion Police Department in May 2021.

Following the conclusion of the investigation, Hightower was charged with: third-degree criminal possession of a weapon; criminal possession of a firearm; and fourth-degree criminal possession of stolen property.

Police said additional charges are pending.
