ROME — A 13-year-old girl is in critical condition with a traumatic brain injury after she was struck by a car on an unlit Elmer Hill Road Saturday night, according to the New York State Police.

Crystal S. Seymour, of Rome, is at University Hospital in Syracuse, troopers said. She is a student at Strough Middle School.

Seymour was walking southbound in the middle of Elmer Hill Road, just south of Williams Road, when she was struck by a southbound 2015 Chrysler 200 at about 7:08 p.m. Saturday, state police said. The driver, 20-year-old Isaiah J. Tomassi, of Rome, immediately pulled over, called 911 and began to render aid to Seymour, troopers said.

Seymour had been walking with two 15-year-old boys, and they also started helping, troopers said.
"It's an unlit road. She was wearing dark clothes," said state police spokesperson Trooper Jack Keller. "The contributing factor was pedestrian error," he stated.

There are no street lights along that stretch of Elmer Hill Road in the city's outer district. The posted speed limit is 40 mph.

AmCare Ambulance rushed Seymour to Rome Health, and then she was transferred to University Hospital in Syracuse. Authorities said she suffered a traumatic brain injury and is in critical condition.

Seymour is a student at Strough Middle School in Rome, according to Rome City School District Superintendent Peter Blake. He said district officials are in contact with the family.

"At this time, and all times that there is a major event, we have an experienced and dedicated team of counselors, social workers, and community resources available to assist students, staff, and families who would like to speak with someone," Blake said.

"Our entire school district community currently is thinking about Crystal and hoping for a positive outcome.
Tomassi was not injured in the crash. Troopers said he was not impaired by drugs or alcohol.

The crash remains under investigation.
