A proposed solar project on the agenda for the 7 p.m. Tuesday, Dec.1, city planning board meeting, is potentially up for some action
Currently, the 4.3 megawatt solar project proposal for 6948 Rome-Oriskany Road, is tabled as old business.
“...The project is over 10 acres in total size, and they will be all ground mounted. There is no public hearing requirement,” according to Matthew Andrews, deputy director of community and economic development.
At the November 3 planning board meeting, minutes noted that the project was tabled as it was still going through a required State Environmental Quality Review (SEQR).
The minutes further note, “...a staff review memo was issued ... outlining some discrepancies with the zoning code and the submitted plans. The developer has indicated that the revisions would be coming including the application SEQR and site plan revisions. A note that was major in this meeting was that due to the adjacency of the residential home along route 233, the developer should assess if the solar array would be visible from these properties, and if so, include screening as indicated under the principle use standards for solar arrays. In addition, financial surety by form of a decommissioning bond should be submitted to the office of Code Enforcement prior to site plan approval. This is something that we will work with the Corporation Counsels Office to come to an agreement prior to the next meeting. Until all agency comments are received and application materials have been updated, the Department of Community and Economic Development recommends tabling both the SEQR and site plan at this time.”
