Police said Donald J. Tennant Jr., 31, was spotted riding a bicycle at North James and West Fox streets at about 1:10 a.m. Wednesday with another, motorized bicycle on the handlebars. Police said Tennant was stopped and questioned, and the officers found five Rome City Court bench warrants in his name.
