UTICA — A Rome man was arrested for making a threat of mass harm, according to Oneida County Sheriff Robert Maciol. The incident took place at the Oneida County Courthouse, 200 Elizabeth St., on Monday, March 27, around 2:30 p.m., officials said.

Anthony J. Russell was located by the Oneida County Special Patrol Officers working at the Rome Social Services Office on Tuesday. Rome police arrived on the scene and took Russell into custody. Russell was turned over to deputies and was charged with making a threat of mass harm, a Class B misdemeanor.

Russell was released on an appearance ticket returnable to the City of Utica on a later date, the sheriff’s office said, adding that at no time was there a threat to the public.
