Councilors approve host of resolutions, ordinances
The following legislation was unanimously approved by the Rome Common Council during its meeting on Wednesday at Rome City Hall:
• Resolution 15 authorizing code enforcement officials to attend the Northern Adirondack Educational Conference for $380.
• Resolution 16 authorizing the mayor to submit a 2022 Round 7 Restore NY Communities Initiative Municipal Grant application in an amount not to exceed $1,523,921.40 to facilitate redevelopment of the old Columbus School located at 112 Columbus Ave.
• Resolution 17 authorizing the mayor to support Oneida County’s Restore NY Communities Initiative Municipal Grant application and determine the proposed project is consistent with the local Comprehensive Plan and other redevelopment plans for the proposed Parachute Brewery.
• Resolution 18 authorizing the deputy city treasurer and city accountant to attend the state GFOA Conference in Albany for $740, plus tolls and mileage, with an amendment to add the city treasurer’s attendance into the legislation for $530.
• Resolution 19 authorizing the mayor to enter into an agreement with Rome Cemetery Association for the care of the city plot during 2023 for $2,000.
• Resolution 20 authorizing the mayor to execute an agreement with Lake Delta Volunteer Fire Department. for the purpose of providing secondary fire protection.
• Resolution 21 authorizing annual payment to Rome Art & Community Center by city Treasurer David C. Nolan for $32,224.
• Resolution 22 authorizing the mayor to enter into an agreement with Jervis Public Library Association for $322,932.
• Resolution 23 authorizing the mayor to enter into an agreement with the Capitol Civic Center, Inc. for $12,160.
• Resolution 24 authorizing the mayor to enter into an agreement providing funds for South Rome Senior Citizens Center for $10,880.
• Resolution 25 authorizing the mayor to enter into an agreement providing funds for the Senior Citizens Council of Rome New York, Inc. for $31,680.
• Resolution 26 authorizing the mayor to enter into an agreement providing funds for Mohawk Valley Community Action Agency, Inc. Runaway & Homeless Youth program for $1,600.
• Resolution 27 authorizing the mayor to execute an agreement with Stanwix Heights Volunteer Fire Department, Inc. for the purpose of providing secondary fire protection.
• Resolution 28 appointing commissioners of deeds: Wesley J. Cupp, 8072 Pinebrook Lane; Samantha Fulgieri, 8341 Fish Hatchery Road; Christina Benn, 915 Cayuga St.; Kellie Combs, 816 Hickory St.; Jason Combs, 816 Hickory St.; and Daniel Fenton, 1734 N. George St.
• Resolution 29 authorizing an amendment to the 2023 budget to create a Special Revenue Account to collect and either refund fees to animal adopters or remit to the state Animal Population Control Fund pursuant to state Agriculture and Markets Law.
Ordinances
• Ordinance 9565 authorizing to amend Ordinance 9484, adopted by the council on Dec. 8, 2021, to reflect an increase of $3,967 bringing the total amount not to exceed $224,967 for the purchase of a six-wheel dump truck.
• Ordinance 9566 authorizing to repeal Resolution 121, adopted Nov. 9, 2022, for an amendment to the 2022 water fund budget and authorize an amendment to the 2023 water fund budget for cleaning and repairs to the city’s water reservoir at a cost of $275,000.
• Ordinance 9567 authorizing the mayor to approve the sale of city-owned parcel 924 Calvert St. to Erin Calandra for $1,001.
• Ordinance 9563 amending Rome Code of Ordinances Chapter 80 — Zoning Code for the development and construction of solar arrays within the city.
